Also, I can get Oblivion to start using 3dAnalyze, while emulating HWTNL with 1.4 pixel shader, but the new character creation and dungeon are all white. I dont know why it wont run with pixel shader 1.1 because other games have run using pixel shader 1.1. Anyways...
Oh, one more thing. Can I use the most up-to-date OLDblivion, or should I use the version you first posted your message with back in 2006? Just curious.

On older cards to fix the shaders to get the game working.
